Publication of Addendum #1 and Questions and Answers Received by Due Date for Allegany County’s RFQ for Public Transportation Maintenance, Storage, and Office Space Facility Project


Addendum #1: Deleted last sentence in number twelve of the RFQ document.


In response to the following question, “I can’t locate Section VI in the document. Can you please provide all forms that will be required as part of the submission? The following change was made to the RFQ document:

“12. Disadvantaged Business Enterprise Utilization: The New York State Department of Transportation DBE Program establishes minimum utilization goals for DBE participation in financially assisted projects. All Contractors shall be responsible for making good faith efforts in meeting these goals and must document efforts accordingly.” All proposers must complete the appropriate forms in Section VI and submit them witl1 the proposal“ Required forms and information are requested in the RFQ.


Questions and Answers


How much has been requested in the grant application?

To date, approximately $450,000 has been requested in engineering and design costs from grant funding applications toward the cost of the project.


What is the anticipated construction budget?

The anticipated construction budget for the project is $15,000,000 and will not be awarded until the first two phases are complete.


Is the location of where the building(s) will be constructed known?

The address of the location of where the building(s) will be constructed is 6158 County Road 20, Friendship, NY 14739.


Is the building(s) anticipated to be constructed on land currently owned by the County, or newly acquired land?

The building(s) will be constructed on county owned land.


Scope of Services, Scope of Work #1 refers to “septic, well…” Is the County’s preferred location known to have no public water and sewer?

The location where the building(s) will be constructed will have access to public water and sewer.


Is there an anticipated square footage of the building(s)? Or will that be determined during design? The anticipated square footage of the building(s) will be determined during design.

Is a traffic study anticipated to be needed?

A traffic study is not anticipated for the project.


How many formal document submissions to the County should be anticipated? At what steps of design? And at what duration?

The number of document submissions for phases of the project design is unknown.


The scope of work terminates at #2, Final Detail Design. Is effort related to Bidding and Construction to be excluded from our proposal?

Bidding and construction work scope objectives and administration should be included in proposals.


What are the MBE/WBE/SDVOB/etc. goals for the project?

MBE/WBE/SDVOB goals for the project follow Federal and state procurement standards and require affirmative steps to assure that minority firms, women’s business enterprises, and labor surplus area firms are used when possible.


Approximately how many vehicles are you planning for? Planning estimates include a minimum of seventeen vehicles.


Has a preferred site been selected? If so, do you own the site? Is it an undeveloped site?

The location of where the building(s) will be constructed is owned by Allegany County and is located at 6158 County Road 20, Friendship, NY 14739.


Do you have any energy goals above and beyond the New York State Building Code? Project energy efficiency goals comply with NYS building code regulations.


Does that county intend to procure new maintenance/bus wash equipment for this facility, or is the hope to reuse existing equipment from other facilities?

Allegany County will buy all new equipment as the county currently does not have existing equipment.

For Immediate Release: ALLEGANY COUNTY, NYS REQUESTS QUALIFICATIONS FOR ENGINEERING SERVICES FOR A PUBLIC TRANSPORTATION MAINTENANCE, STORAGE, AND OFFICE SPACE FACILITY PROJECT.

 

Belmont, N.Y. - Allegany County is requesting qualifications for engineering services to aid in schematic design, final design, and cost estimating for a new Transportation Maintenance, Storage, and Office Space Facility(ies) to enable Allegany County to apply for future NYSDOT 5311 funds. It is possible that Allegany County may be able to obtain funding to design and construct two separate facilities to provide these services. A grant application has been submitted to fund a wash bay and site maintenance storage facility separate from the bus maintenance, bus storage, and office facility. It is the intent of Allegany County to build a new transportation facility(ies) to house current and future fleet of vehicles and operating personnel in an adequate structure designed and built to current standards and features. Additionally, it is the intent of Allegany County to select the "most highly qualified" firm to not only provide initial schematic design and cost estimating but also design, vet, and oversee the construction of the project(s) should Allegany County be successful in receiving Federal, State, and/or Local funding. The entire project(s) shall adhere to New York State and Federal guidelines, as required.   

  •  Proposal Submission Instructions and Due Date: An original proposal plus two copies of the proposal should be submitted in a sealed envelope addressed to County Administrator Carissa M. Knapp, 7 Court Street, Rm 213, Belmont, NY 14813 by 4:00 p.m. on Monday, June 22, 2026. In addition, applicants are required to email a pdf scan of their complete proposal to County Administrator Carissa M. Knapp at countyadmin@alleganyco.gov by 4:00 p.m. on Monday, June 22, 2026.

  • Questions & Answers: Questions can be submitted in writing to  countyadmin@alleganyco.gov until 4:00 p.m. on Friday, June 5, 2026. Please be advised that no questions will be accepted after this date. Answers to questions will be posted on the county’s website by 4:00 p.m. on Friday, June 12, 2026.
